BackgroundThe Compact is the agreement between the government and the voluntary and community sector. First published in 1998, the purpose of the document is to improve the relationship between the two partners for mutual advantage and community gain. The Compact stands for better partnership working and creating better outcomes for individuals and local communities. Its commitments are divided into three areas covering: 'involvement in policy development,' allocating resources' and 'advancing equality.'
